The CMA - Latest Forum Topics for Regulatory Affairs The CMA

Regulation touches all our members and their business interests. Without the right balance, it can stifle competitiveness, business enterprise and innovation. That's why we spend a lot of time on activities that send this very clear message to government.
The forum has developed strong channels into government and is a valued influencer with suppliers and with regulators such as Ofcom and the European Commission. We also work with other industry stakeholders to ensure that our members' needs remain at the heart of future European and UK electronic communications policies.
The priorities identified for the Regulatory Affairs Forum are:

UK review of the European Communications Framework
Next Generation Access (NGA)
Impact of 21CN on business users
Regulation of the powers to intercept and retain electronic communications data

NGA - or fibre in the local loop - has been described as the major regulatory challenge of the decade. Urgent decisions are required from the Commission and from Ofcom, and yet there is little firm evidence of demand and the economic crisis deters investment.

Business users can no longer afford to ignore the issue of how, and by whom, content is regulated. Powerful arguments are being assembled in favour of control of access to the web; BBC iPlayer is putting strain on the cost of bandwidth; the EU was only recently persuaded that private networks should not be included in the Audio-Visual Media Services Directive, and there are suggestions that a broadband...

The European Commission doesn't like to take comment from organisations inside singel Member States. Hence CMA, as a founder member of the International Telecoms Users Group (INTUG), relies on INTUG as its route into the Commission. INTUG is an association of associations, and provides a useful interface between CMA and our counterparts in most of the other Member States, as well as in other parts of the world....

The Commission favours a more or less equal mix of command and control (eg: for pan-EU services) and a free market based on the auction process and spectrum trading. The UK is committed to a policy of minimum allocation and maximum free market. MEPs, recognising the strategic importance of spectrum, want a greater say in the way that spectrum is managed in the EU. The Council of Ministers of the 27 Member...
